EIC constructed a barge unloading facility at Constable Hook in Bayonne, New Jersey which had previously been a municipal landfill and fuel storage facility. More than two acres of land were reclaimed from Upper New York Harbor for the facility.
A new tied back steel sheet bulkhead was constructed. Fender and mooring systems were installed. A new approach to the channel was dredged, removing approximately 250,000 cubic yards of material.
Pile foundations were installed for the dredge processing plant as well as other marine structures. A 15,000 cubic yard per day pugmill plant was constructed to process dredge material for upland disposal.
